About ME

Dr. Isaac Charles Noble Morrison is a General Practitioner of over 37 years practice, having graduated with MD (Hons) in 1982. I have devoted my time to training and Health Systems management and strengthening in both the public and private sectors. Aside of degree in medicine, he also holds degrees in Law, Business Management, Health Systems Management and completed course programmes in Quality Improvement (by Institute for Health Improvement), World Bank and USAID global Flagship Course on Health Systems Strengthening and Sustainable Financing, 35Hour PMBOK-Based Course in Project Management among others.

Attended several National and International workshops and delivered papers on varied topics ranging from Quality improvements in health care delivery to health financing systems in the third world.

Spent considerable time in capacity development programmes (between 2009-2016) with the National health Insurance Authority (NHIA), National Malaria Control Programme (NMCP) and the Society of Private Medical and Dental Practitioners, Ghana (SPMDP) across the entire country and also served as resource person in Continuous Professional Development (CPD) in medico-legal issues. Been actively involved in the drafting of some health-related legislative instruments (L.I) for the Parliament of Ghana.

As a former Consultant to the NHIA, He was extensively involved in clinical audit and claims management from 2009 to 2016.  Serves on a number of standing and ad hoc committees of the NHIA Board from 2017 to date as a Board member and on the Ghana Methodist Church Health Systems Board as well.

Dr Morrison has accumulated extensive top management experience spanning over 20 years as a former Chief Executive of State Fishing Corporation overseeing the restructuring of that entity into a going concern and as a former Medical Director of Nyaho Hospital Centre and is currently the Medical Director, Fidelity Healthcare and AIMS hospital as well as the Board chairman of Premier Care Hospital.

Furthermore, served as a member of the expert advisory committee of the Health Facilities Regulatory Authority (HeFRA) and a member of the Advisory Board of the Ministry of Health (2017-2020). Served on a number of National committees and subcommittees, becoming a contributing author to a number of National Policy documents and monographs. A contributing author to three (3) international monographs under the auspices of the Joint Learning Networks (JLN).
